MVD WATER RATES
There is a growing recognition in the United States and elsewhere that
the condition of our vital water infrastructure needs serious attention in
many places. The pipes, pumps, and treatment facilities that are critical
to delivering a clean, adequate supply of potable water to our communities
are central to our quality of life, the protection of public health and safety,
and a thriving economy. The burden of paying for construction, operation
and maintenance of these facilities falls mainly on customers
of the systems, and those costs are rising dramatically in some areas.*
- People undervalue water. This sometimes compounds the challenge of getting rate increases accepted.
- It’s never too late to start doing the right thing. I.e., structuring rates to insure sufficient income to support current operational
and future needs of the MVD. The Board of Commissioners avoids “rate management by crisis”. We need to think “long term” and plan beyond any current deficiencies.
- We addressed
this issue by completing (February 2007) an outside independent rate study for water consumption/usage charges that reviewed our current and future operation expenses as
well as the MVD’s
capital needs over the next several years. An update is planned for 2008-2009.
- The BOC adjusted rates to better reflect the amount necessary to support the 2007-2008 and future budgets. Our cost to maintain an ongoing
service to the public is ever increasing. Electricity, chemicals, capital improvements, labor, fuel, as well as other costs continue to increase. The Board of Commissioners will continue to work
toward establishing modest increases to better reflect the MVD’s cost of providing services in future years.

the BOC approve charging all condominium units in the Town of Merrimack on Merrimack Village District
water a residential hydrant charge of $11.25 per quarter or $45.00 per year. The sprinkler demand fee is based on the size of water
line metering the condominium building and will be charged to the condominium association. Both the "hydrant charge" and
the "sprinkler demand fee" charges will be based on the rates that may be set by the Merrimack Village District Board of

This fee will also provide you with a meter horn, meter and installation of the meter by the Merrimack Village District.
(2) The cost of meters and installation in excess of one (1) inch will be borne by the applicant/user. Final approval of the Installation is subject to inspection by
Merrimack Village District prior to water service turn on. An inspection fee during regular business hours (minimum 1 hour) is included in the entrance fee. For after hours

(1) This
surcharge will assist the District in future maintenance of
the installed line. Upon proper installation and
acceptance by the District the line(s) "...shall
by the property of the District.". This charge
can be changed by the Board of Commissioners

CLARIFICATION OF THE
SYSTEM DEVELOPMENT CHARGE (SDC)
August 19, 2008
- SDC needs to match the number of accounts, example: if there are 2 meters and 2 new accounts there will be 2 SDCs.
- Since there will be separate meters and separate account for each unit, the SDC will apply to each one even through there is only one service from the main.
- Allowable units (or equivalents) per meter size:

¾” meter = one (1) unit
1” meter = two to six (2-6) units
1 ½” meter = seven to fifteen (7-15) units
|
- When calculating the 2” meter SDC, it should not be less than the 1 ½” SDC. Therefore, the minimum for a 2” meter is $5,650.
- The SDC runs with the property not the customer.
- If a service is enlarged at the property of a current customer, the SDC is applied to the difference in cost only. Example: if the existing customer
has a 1” line currently the 1” SDC
charge of $2667 is the amount currently vested. If they are replacing the line with a 1 ½” line the SDC would be $5650 minus the $2667 already vested. The SDC charge for enlargement from
a 1” line to a 1 ½” line would be $2983.
- The SDC is applied if water service demand is expanded beyond 20% of the applicant’s current or prior use.
- Fire service entrances are not subject to the SDC.
