Merrimack Village District (MVD) is governed by a five-member Board of Commissioners (BOC). In addition, MVD has Officer positions for both the District Clerk and Moderator as well as appointed roles for the administrative positions of Treasurer and Recording Secretary. The registered voters of Merrimack elect MVD’s BOC and Officers for their terms at the Annual Meeting held in March. Each BOC member and the District Clerk serve for a 3-year term and the Moderator serves for a 2-year term.
Elected Officials meet monthly and/or at the call of the Chair.
BOC Members
Commissioner/Chairman:
Donald (“Don”) Provencher
Don was elected in 2018. Don holds a master’s degree in civil & geo-environmental engineering and is a registered professional civil engineer in NH and MA. Don owns and operates Provencher Engineering, LLC., which is located here in town and specializes in water supply, wastewater and civil engineering projects.

Erin Clement
Erin was appointed in 2023. Erin holds a bachelor’s degree in civil engineering and works as a Municipal Engineer in Manchester, NH

Commissioner/Personnel Liaison:
Scott Sabens
Scott was appointed in 2024 upon John Lyons’s resignation. Scott was elected at the 2025 Annual Meeting to serve the remaining portion of John’s term through 2026. Scott brings over 20 years of experience in information security and cybersecurity, including leadership roles at Fidelity Investments. He holds a bachelor’s degree in interdisciplinary mathematics and computer science. Now semi-retired, Scott operates a consulting firm with his wife and is committed to applying his experience in risk management, governance, and strategic planning to support the residents of Merrimack.

Wolfram (“Wolf”) von Schoen
Wolf was elected in 2018. He holds a master’s degree in mechanical & automation engineering. He has served in executive leadership roles overseeing large-scale software operations and capital equipment engineering, installation, and maintenance programs. Wolf is the owner of a consulting firm specializing in Information Security and Cybersecurity for commercial organizations and critical infrastructure.

Daniel Allen
Dan was elected in 2025. Dan has been a Merrimack resident for four decades. He is enjoying his retirement and is pleased to share his extensive expertise from his long career in road and site construction with MVD.
