Payment Information

BILLING/DUE DATES:

All service locations are billed MONTHLY. The “Due Date” listed on the bill is the 10th of the following month. NOTE: Per MVD By-Law 2. B. bills are “‘due upon presentation’. Should any MVD bill remain unpaid after 30 days from the date of the invoice, the District may discontinue service as well as apply a carrying charge on the overdue account, if proper payment or arrangements have not been made.”

MVD accepts cash, checks, money orders, Visa, MasterCard, Discover, Apple Pay, Google Pay, and ACH payments from checking/savings accounts. Refer to the additional information below regarding these options.

Payment Processing Fee Information:
There is a “Payment Services Fee” for processing payments with a credit/debit card as well as for one-time ACH banking payments. Per “NH RSA 80:52c Electronic Payment” MVD cannot absorb any processing fees; all fees must be paid by the customer. The “Payment Services Fee” is charged by the processing company. The “Payment Services Fee” will appear on your statement as “MERRIMACK VILLAGE”. The “Payment Services Fee” is non-refundable.

Credit Cards Payment Fees:
AutoPay – the greater of $2.50 or 2.5%.
One-time – the greater of $2.50 or 2.5%.

 Banking (ACH) Payment Fees:
AutoPay – No fees for recurring payment processing.
One-time – the greater of $2.50 or 2.5%.

PLEASE NOTE: Credit Card & Banking (Checking/Savings) payments can ONLY be processed online or through the automated phone system.

Important Info Regarding US Postal Service (USPS) Mail Delivery: Please be advised, the USPS has been experiencing and continues to experience delivery delays. Additionally, according to the Merrimack Post Office ALL mail regardless of whether it’s “In Town” or “Out of Town”, is sent to a central sorting facility in Manchester before it is delivered; this seems to have been increasing delivery delays. MVD cannot control when bills and/or payment will be received from the USPS; late fees and service disconnections will be processed according to MVD’s By-Laws.

Drop-off
Payments can also be dropped off at the same address; either walk-in or use the “drop-box” located to the left of the front door. 

NOTE: All payments received, by either by mail or drop-off, prior to 1:00 pm are processed on the same business day.
Payments after 1:00 pm may be processed the following business day.

ONLINE BANKING/BILL PAY SERVICES

Customers utilizing their bank’s online banking/online bill pay service – please note the following:

Most payments made through online banking/online bill pay are received electronically by MVD, meaning the payment is sent directly from the customer’s bank to MVD. However, if the bank is unable to process the payment electronically, a physical check will be issued and sent via the United States Postal Service. This process may result in a delay in the receipt of the payment. While the bank’s online payment processing may reflect that the payment is scheduled to be paid by on or before the due date, there is a possibility that it may not arrive as expected which may result in late fees or possible water service disconnection. Additionally, according to the Merrimack Post Office, ALL mail, regardless of whether it’s “In Town” or “Our of Town”, is sent to a central sorting facility in Manchester, and then sent back to the Merrimack Post Office for distribution/delivery, which has also caused further increased delays in mailing. Due to this information, MVD recommends that customers using their bank’s online banking/online bill pay service considering the following options:

– Schedule the payment from your online banking/bill pay
a minimum of 10 days prior to the due date listed.

– Update your MVD billing preference to Paperless to receive bills sooner.

– Enroll in AutoPay to have payment directly deducted from check/savings
or credit/debit card on due date.

IMPORTANT NOTICE Regarding Non-Affiliated 3rd-Party Bill Payment Services:

Some 3rd party bill payment services are made to APPEAR they are affiliated with Merrimack Village District. “Doxo.com” and “ChargeSmart.com” are examples of third-party companies that allow payment of utility bills via their website and mobile applications.
These companies, and any other 3rd-party bill payment service companies, are NOT affiliated with Merrimack Village District and therefore payment is NOT received electronically (a paper check will be mailed to MVD via US Postal Service).
Due to this delivery procedure MVD cannot control when, or, possibly, if payment will be received – which may
result in late payments/fees or potentially water service disconnection for non-payment.

If you are experiencing financial difficulties please contact MVD Customer Service to discuss possible options for your account such as a payment arrangement.
Other options may be available through the Town of Merrimack and other programs.

IMPORTANT NOTE REGARDING PROPERTY OWNERSHIP, BILLING, AND PAYMENT OF MVD SERVICE: Merrimack Village District (MVD) bills the property owner as listed on the current deed recorded with the Hillsborough County Registry of Deeds/reflected in the Town of Merrimack, NH Tax Records. The property owner on file with MVD records is responsible for all charges until MVD is properly notified. Please note the following information for service locations that are rented to and/or occupied by tenant(s): Tenants are permitted to transfer service to an account in their name that is separate from the property owner’s account in order to make payment of bills; this does not relieve the property owner of any responsibility for the service or payment of service to MVD. Leases/rental agreements between property owners & tenants/occupants are not recognized by MVD; the property owner is responsible for the service and payment of service provided by MVD regardless of any leases/rental agreements between property owners & tenants/occupants. MVD does not perform readings or billings for move-in/move-outs at rental properties. Service transfers to/from a tenant/owner account will only be processed during the regular monthly billing and will not be prorated for move-in/move-out or occupancy/lease dates.
